Immigration Project in Three Gorges Project – Introduction

Immigration is the most difficult point in the Three Gorges Project. In the whole investment of the Three Gorges Project, the funds used to immigration settlement are 45 percents of the whole. After the water impounding in Three Gorges Reservoir completed, there were 129 towns submerged, including Wanzhou, Fuling two large cities and other tens small cities. There are 1,130,000 immigrations. It is unique project in the world. If the water level of Three Gorges Reservoir increases over its planed level, the immigration amount will increase more. The main way to settle the immigration is moving to nearby place. Later, people found that the water submerged large amount of arable land, which caused the arable land in great demand and the environment became worse. So there increased other way to settle immigration, that's moving to other provinces. Until now, there are 140,000 immigrations have moved to Shanghai, Jiangsu, Zhejiang, Anhui, Fujian, Shandong, Hubei, Hunan, Guangdong, Chongqing and Sichuan and other provinces.

In order to solve the immigration problems, the government ever prepared to set up Three Gorges Province to administrate this area in middle of 1980s. But, as this area is so poor that it is hard to achieve economic self-reliance, this proposal was given up. After the Three Gorges Project came into construction stage, the Central Government decided to promote Chongqing as the municipality directly under the Central Government to enhance the positivity of Chongqing on immigration problem. In June 14, 1997, Chongqing Municipality was set up, which includes the Chongqing, Wanzhou, Fuling and Qianjiang four districts.

The Three Gorges Project carried out "development-oriented resettlement". When the immigration project processed, to built infrastructure and develop industry in large scale. The basic goal is to improve the living standard of people. The funds used in the immigration project not only came from the Three Gorges Construction Fund. The Three Gorges Company will give a sum of money to the government to settle the immigration in the years after the hydropower station put into operation. Furthermore, Chinese government also asked 21 provinces and municipalities to support the counties in Three Gorges Reservoir area.
